Strategy Executive Chairman Michael Saylor proposed a framework giving individuals and companies five rights over digital assets: to create, issue, hold or custody, transfer, and use them. He presented the idea as a “bill of digital rights” for the digital economy [1] [2] [3] [4].
Saylor argued that cheaper capital and freer money would support an AI-driven economy. His proposal also calls for banks to custody Bitcoin and extend credit against it under clearer capital rules [1] [2].
