Fed seeks comment on GENIUS Act stablecoin reserve, capital and bank issuance rules
The Federal Reserve is seeking public comment on two proposals to implement the GENIUS Act framework for payment stablecoin issuers under its supervision. The proposals cover issuer reserve and capital requirements, as well as application rules for banks seeking to issue stablecoins [1] [2] [3] [4].
One proposal would require full backing with eligible reserve assets, including short-term U.S. Treasuries, and set risk-management and reserve-custody requirements. It would also clarify permissible stablecoin activities for supervised banks.
